Compliance risk does not affect every regulation in the same way. Some requirements create greater risk because they involve complex calculations, strict timing rules, customer reimbursements, regulatory reporting, fair lending concerns, or the potential for significant consumer harm. Community banks need controls that address the specific risks associated with each regulation rather than relying on a single general compliance review.

Part 2 of this 2 Part series of interactive webinar workshops takes a regulation-by-regulation approach to building key controls over higher-risk compliance areas. The instructor will identify the operational points where violations most commonly occur and demonstrate how preventive, detective, and corrective controls can be incorporated into the bank&rsquo,s daily processes.

The class will focus on controls that are practical for community banks and can be assigned to business lines, operations personnel, compliance staff, management, or internal audit.

The session will emphasize that compliance controls should operate throughout the product lifecycle, from product design and marketing through application, account opening, servicing, complaint handling, and account closure.

The workshop will include case studies and participant scenarios involving common community-bank compliance failures. Participants will identify where the process failed, determine which control should have prevented or detected the issue, assign responsibility for the control, and recommend corrective action.

One case study will require participants to design a control framework for a high-risk compliance process. A second scenario will focus on a repeat violation and require participants to determine whether the bank&rsquo,s corrective action addressed the root cause or merely corrected individual exceptions.

Instructor Bio

With a career spanning 40+-years as a community banker and banking regulatory risk management consultant, Lauren Sparks is an accomplished advocate for community banks and women’s financial services leadership. In her career Ms. Sparks held positions in community banks that ranged from teller to Investment Officer, Loan Officer, and Cashier. She founded a women-owned, women-led denovo community bank and served as CEO and Chairman of the Board. In risk management consulting, Ms. Sparks moved to bank consulting firms at a local level, and then to a national level where as a Director she specialized in troubled banks and fintech. In 2009, Ms. Sparks formed 3PR, Inc., a woman-owned consulting firm specializing in community banks and financial service firms where she serves as CEO. 3PR serves more than 50 community banks at any given time and has been a preferred vendor for one of the world’s largest software providers.

She has edited the Reference Guide for Regulatory Compliance Manual (RGRC) for the American Bankers’ Association (ABA). Ms. Sparks is a founder of the Houston chapter of the Association of Certified Anti-Money Laundering Specialists (ACAMS) and is a Certified Anti-Money Laundering Specialist (CAMS), Certified Regulatory Compliance Manager (CRCM), and has been an Accredited ACH Professional (AAP).
